Deborah McWhinney is an Evaluation Manager in the Development Evaluation Division at Foreign Affairs, Trade and Development. She has done evaluation work in the private sector and managed the International Program for Development Evaluation Training in the past few years. Prior to this, she spent 15 years overseas working in international development for UN agencies, NGOs and for CIDA.
