The CES-NCC Board of Directors consists of a Past-President, eleven (11) elected members, including two student members. Board members are elected by the membership and serve a three-year term.

Brian Case, President, Treasurer and Chair of the Strategy, Operations and Governance Committee

Brian Case is a Research Associate with Prairie Research Associates (PRA). Brian began his journey with CES-NCC as a student representative on the Board while completing Carleton University’s Graduate Diploma in Public Policy and Program Evaluation and was voted in as a full Board member in 2022.

Since joining, Brian has sat on the committee for Equity, Diversity, Inclusion & Sustainability (now REDIAS), oversaw the Partnerships portfolio, represented CES-NCC on the CES National Board of Directors, and currently serves CES-NCC as President, Treasurer, IM/IT Champion, and chairs the Strategy, Operations, and Governance (SOG) Committee.

Brian holds a Master’s degree in Public Policy and Administration (Carleton University), Graduate Diploma in Public Policy and Program Evaluation (Carleton University), Master’s degree in Musicology (University of London), and Bachelor of Fine Arts (with specialized honours in film composition and trombone performance; York University).

Susanna Beaudin, CE, Past President

Susanna Beaudin, Partner at PRA Inc.,

is a bilingual credentialed evaluator. She has been involved in dozens of evaluations for federal departments and agencies, as well as for organizations in the not-for-profit sector. She works primarily on projects focused on gender-based violence, child welfare, GBA Plus, public safety and the criminal justice system, as well as official languages.

Susanna has a Master’s degree in International Affairs (specialization in conflict analysis and resolution) from Carleton University, and a Bachelor’s degree with Joint Honours in Political Science and History from McGill University. She is the Past President of the CES-NCC Board, having previously served as President.

Yosra Salem, Secretary

Yosra Salem is a dedicated professional with both international and domestic experience, and a strong passion for program evaluation. She holds a bachelor’s degree in political science, and a graduate diploma in Public Policy and Program Evaluation from Carleton University.

With six years of first-hand field experience with the International Committee of The Red Cross (ICRC) in highly volatile contexts such as in Syria, Lebanon, Egypt and Zimbabwe, as well as more than a year with the Canadian Red Cross (CRC) in Canada, Yosra brings a comprehensive skill set including program management, communication, community engagement, networking and evaluations. Yosra worked directly with populations impacted by armed conflicts and violence including the internally displaced, refugees, and detainees, by designing and implementing programs addressing their needs and living conditions.

Yosra has also worked with OXFAM Canada where she contributed to the organization’s feminist principles. She co-developed a concept note for climate emergencies and gender equality and authored OXFAM Canada’s Gender and Climate Guide underscoring her commitment to incorporating feminist approaches into program development.

Yosra is fluent in Arabic, English and French.

Julie Eldridge, Chair, Annual Learning Event

Julie Eldridge, Senior Evaluation Officer at Indigenous Services Canada, has several years of experience in federal evaluations. Taking a human-centric approach to her work, Julie is committed to advancing reconciliation with Indigenous Peoples in Canada and believes in evaluation as a tool to bring people together with a shared vision. Through her work she plans, conducts, and manages evaluation projects.

Julie holds a B.A. Hons in Sociology and Political Studies from Trent University and an M.A. in Public Policy and Public Administration from Concordia University.

In her spare time Julie enjoys playing softball and learning about advancements in technology and artificial intelligence.

Émilie Sauriol, Chair, Professional Development Committee and Student Representative

Emilie Sauriol, B.A. is a junior policy analyst at the Treasury Board Secretariat in Ottawa. She is also a graduate student in public policy and administration at Carleton University.

Emilie first joined the CES-NCC Board of Directors in 2023-24 as a Student Representative.

Victoria E. Díaz, Chair, Reconciliation, Equity, Diversity, Inclusion and Sustainability Committee

Victoria E. Díaz joins the CES-NCC Board for the first time in 2022-2023 as VP Equity, Diversity, Inclusion and Sustainability. She has contributed to past CES national activities as a volunteer and was a judge in the 2022 Student Evaluation Case Competition.

Victoria is a founding partner of DPM Research (www.dpmresearch.ca), a consulting firm specialized in applied research, program evaluation and policy analysis.Collaborating with federal, provincial and other organizations, in Canada and overseas, Victoria has experience leading multi-year evaluations, producing labour market analyses and researching socio-economic issues in a variety of fields. Her experience spans a broad range of topics, including post-secondary education, health, science and technology, infrastructure, immigration, labour markets and equity, diversity and inclusion.

Victoria holds a PhD in Public Administration (University of Ottawa) and MA in Economics (McGill University). She is fluent in English, French and Spanish.

Mahmoud Rahim, Chair, Partnership and Engagement Committee

Mahmoud Rahim is an Evaluator with Agriculture and Agri-Food Canada. Mahmoud started with CES-NCC as a student representative on the Board while completing Carleton University’s Graduate Diploma in Public Policy and Program Evaluation. Since joining, Mahmoud has led strategic initiatives on the Partnerships portfolio, developing bilateral partnerships between CES-NCC and The Canadian Evaluation Society Educational Fund (CESEF), Canadian Evaluation Society-Manitoba Chapter (CES-MB), and The Institute of Public Administration of Canada-National Capital Region (IPAC-NCR).

Mahmoud is currently completing the Graduate Microprogram, Evaluation in Professional Contexts at the University of Ottawa. He holds a Graduate Diploma in Public Policy and Program Evaluation from Carleton University, a Certificate in Health Studies from Toronto Metropolitan University, a Master of Public Administration from Queen’s University, and Bachelor degrees in Political Science and Electrical Engineering from UBC and the University of Calgary respectively. In 2024, Mahmoud became an elected member of the Board and is Chair of the Partnerships and Engagement Committee.

Mariève Vaillancourt, CE, Board Member

Mariève Vaillancourt, evaluation specialist at CMPA, is a bilingual credentialed evaluator with a demonstrated history of working for private organizations both as an external and internal evaluator. She is responsible for providing specialized expertise in the planning, development, and implementation of evaluation and performance measurement activities, as well as related analysis and reporting tasks. She develops and applies robust evaluation frameworks and processes to ensure the CMPA has appropriate evaluation evidence upon which to conduct sound analysis and make key decisions about its performance and impact.

Mariève holds a Master’s in Education and a graduate diploma in program evaluation from the University of Ottawa. This is her third year on the CES-NCC Board of Directors and will serve as both Data Champion and Official Languages Champion in 2024-2025.

Gita Zareikar, Board Member

Gita Zareikar, PhD, DPE, started her collaboration with CES-NCC as a volunteer for the Essential Skills Series and an ex-officio member of the Board of Directors in 2022. She brings over 15 years of experience from academia and the non-profit sector where she did research, teaching and led socio-economic projects. Her journey in evaluation started in 2020 through collaboration with evaluation teams where she developed an interest to pursue a career in evaluation. She now works as an evaluator at Natural Resources Canada.

Maria Reyes, Board Member

Maria Reyes has volunteered with CES as a member of the MB chapter Board, the organizing committee for the 2022 CES Conference, a MB representative for the CES National Board, and a member of the CES NCC’s Reconciliation, Equity, Diversity, Inclusion and Sustainability Committee.

For the last 12 years, her career has been focused on evaluation. She previously worked with different provincial governments as an individual contributor and in leadership positions.

Judy Lifshitz, MSW, PMP, CE, Chapter Liaison to CES National and Performance and Partnership Exchange (PPX) representative (Ex-Officio)

Judy Lifshitz is currently working at Housing, Infrastructure and Canadian Communities (formerly Infrastructure Canada) as a Senior Policy Analyst working in the area of performance measurement and reporting related to housing. Previously she worked as Team Lead on the Quality Assurance process for all evaluations, as well as providing advice on performance measurement to assist programs in preparing for evaluations at HICC. She has worked fifteen of her twenty one years in the federal government overseeing a team of evaluators (internal and external) through the planning, conducting and reporting phases of evaluation projects.

In addition to sitting on the CES-NCC Board as the Chapter Representative to CES National, she is also a member of the CE Credentialling Board and a Board member and VP of Professional Development of the Planning and Performance Exchange (PPX).

Anna Engman, TBS representative (Ex-Officio)

Anna Engman, Manager of Engagement at the Results Division, is the TBS representative and Ex-Officio member of the board. Anna has worked in in program evaluation, audit and applied research for almost twenty years. Among other things, she supported the implementation of the 2019 Policy on Evaluation and capacity building within the federal evaluation community while working at the Center of Excellence in Program Evaluation at TBS.

Anna holds an undergraduate degree in Social Science from Lund University in Sweden, a Master’s in Public Administration from Dalhousie University, a Graduate Certificate in Program Evaluation from the University of Ottawa, and is a Certified Internal Auditor.
