For many reasons, the analysis of efficiency and economy is often a challenge in evaluation. Part of this challenge stems from the fact that evaluations are not properly positioned early on to address the issue. In this workshop, the moderators will present some simple techniques to help evaluators choose the appropriate focus (economy, operational efficiency and/or allocative efficiency) and some strategies to gather the necessary information. The session will involve presentations as well as a practical exercise to apply some of the techniques presented. It will also provide time for discussion to share the experience of others. While the session will go beyond the presentation of concepts, it is not intended to be an advanced course. Rather, it will help attendees to better understand, plan and manage evaluations that involve the analysis of efficiency and economy.

Simon Roy is a Partner at Goss Gilroy Inc. Since 1995, Simon has conducted over 70 evaluations in many areas, including human resources, economic development, science, health and culture. He has designed and implemented several evaluations involving the analyses of efficiency and economy, ranging from prospective analyses of efficiency to more complex cost-benefit analyses. He has a PhD in Industrial Sociology (University of Paris, 1995) and is a credentialed evaluator.
Benoît Gauthier is a consultant with Circum Network who has been active in program evaluation for 30 years, first as a federal public servant, then as a private practitioner. He specializes in program evaluation, strategic and organizational research and intervention, market research, applied social research and policy analysis. He has received the CES awards for Contribution to Evaluation in Canada and for Service to the Canadian Evaluation Society. He is President of CES for 2014-2016.
