Silos and Bridges: Perfecting the Art of Evaluating Horizontal Initiatives

Horizontal initiatives seek to deliver public services that require policy coordination, integrated budgeting, planning and implementation across two or more organizations.

The evaluation of such initiatives can entail enormous complexities in terms of achieving a unified understanding between the parties as expressed in an integrated logic model, the assignment of accountabilities, the modalities of data sharing, as well as the attribution of results.

The presenters will explore the dimensions and challenges of the evaluation of horizontal initiatives and will provide relevant Canadian and international examples. They will offer insight into techniques and approaches that they found useful in evaluating these fascinating arrangements.
